Brock Bowers (foot) remained “limited” for Thursday’s practice.

It’s just semantics, as coach Antonio Pierce has already said Bowers will be active for his NFL debut against the Chargers. It does suggest he’s at least at a slight risk of re-injury, however. Bowers is on the TE1/2 borderline as we wait to see how the Raiders’ targets tree shakes out.
